Okay so I know it’s Halloween but it’s like seriously? Their are really annoying people preaching how Halloween is a Holiday of the Devil and their screaming it in spanglish can I make a complaint about this their killing Halloween oh their using a mic and music which isn’t super loud but still.

Wow. That sucks. If someone does not believe in Halloween and does not want to participate, that is fine. That is their right. However, to sit there and scream and rant with speakers and a microphone is just nuts.
If they are violating noise regulations for the city, you can call the PD on them. Also, if they are threatening kids or families walking by, then you need to call the PD.
Tott below is incorrect. Paganism has nothing to do with the Devil. In fact Christians over a thousand years ago permitted these celebrations because it was easier to amalgamate pagan and Christian beliefs. Check it out Tott, do some research why we have Christmas in December. There is no proof Jesus was born in December. You might want to read up on your history. Many of our Christian holidays coincide Pagan ceremonial dates. Tott, bible study is rotting your brain. I suggest you read a real history book. Not one sanctioned by your church.

you can complain about any thing and the police have to check it out so if you believe that they are causing a problem do that. haloween is a celebration of the devil evil spirits and the night of the undead. read up on the history and you will find that they are correct.

You need a copy of your local code. Off hand I would guess that they are possibly violating the local ordinances for noise, public nuisance, harassment but this sort of thing varies widely. Make a recording so it’s not just your word against theirs.
On the substantive point, modern Halloween can be pretty pagan. It depends on how you celebrate it. These people don’t sound like they’ve thought through their theology very well and their PR even less so. Procedural protections like anti harassment or anti noise laws will only get you so far. You’re going to need to address the substantive problem if you’re going to have any peace on 10/31 in future years.
